The Overseas Employment Promoter (OEP) licence is issued by Pakistan's Ministry of Overseas Pakistanis & Human Resource Development. It is the primary government authorisation required to legally recruit and send Pakistani workers overseas. Holding this licence means Al-Wali operates under full government oversight, is subject to regular compliance inspections, and is legally accountable for every recruitment it conducts. Only licensed OEP agencies may legally operate as manpower exporters in Pakistan.
